 OC Vice Chair Katrina Foley Releases Statement on President Trump’s Executive Order on Homelessness 

ORANGE COUNTY, CALIFORNIA — Today, Orange County Board of Supervisors Vice Chair Katrina Foley released a statement in response to President Trump’s Executive Order on Homelessness

"I have long felt we need to act with more urgency to end the homelessness crisis. Allowing people to die on the streets because they're homeless and experiencing severe mental illness and/or drug addiction is immoral. There are many elements of the President's Executive Order that I agree with, like: enforcing anti-camping so public places can be enjoyed by all; banning safe consumption / injection sites; tracking registered sex offenders; protecting women, children, and survivors of domestic violence; and creating methods for civil commitment for those unable to care for themselves and who serve as a threat to public safety,” said Supervisor Katrina Foley. 

“However, there are some elements I simply cannot support. This administration's abandonment of the bipartisan and data supported, "housing first," model will lead to mass incarceration and mass institutionalization. Treatment beds and supportive housing with wraparound services is a proven, and cost-effective solution, especially when compared to allowing homeless residents to languish on the streets or fill up a prison bed. Without housing and shelter, nothing can be treated,” Supervisor Foley continued.

Supervisor Foley concluded, “Another element of the Order that I cannot support is the direction to federal funding recipients to collect and share private health-related information with law enforcement. This element gives me grave concerns for an individual's right to privacy."

Orange County Supervisor Katrina Foley was elected to the Board of Supervisors in 2022 to represent the newly established District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel. This is her second term on the Board of Supervisors, where she previously served District 2.
