OC Vice Chair Katrina Foley Joins Grand Opening of Salida del Sol in San Juan Capistrano
ORANGE COUNTY, CALIFORNIA – Today, Orange County Board of Supervisors Vice Chair and OC Housing Finance Trust Chair Katrina Foley joined San Juan Capistrano Mayor Troy Bourne and Jamboree Housing Corporation CEO Laura Archuleta for the grand opening of Salida del Sol in San Juan Capistrano. This new supportive housing development offers 50 residential units for unhoused individuals or families at-risk of homelessness, while also strengthening our local economy by encouraging long-term community investment from families.
Building supportive housing in conjunction with a new City of San Juan Capistrano City Hall serves as a model for future public-private partnerships to end homelessness in Orange County. The County invested a total of $4,087,945 funds in this development, and 40 Project Based Housing Choice vouchers.
“Local leaders often worry developing affordable housing only helps residents outside of their communities – Salida del Sol proves otherwise,” said Supervisor Katrina Foley. “This state-of-the-art City Hall increases public accessibility to the City of San Juan Capistrano, while Salida del Sol strengthens our fight to end homelessness for our veterans, educators, and neighbors – giving them a place to call home.”
Supervisor Katrina Foley added, “Seventy-five percent of the residents in Salida del Sol are from San Juan Capistrano, or our neighboring cities in the Fabulous Fifth District. When we commit to developing affordable housing for our residents, we can support the workforce that keeps Orange County’s economy moving forward.”



Salida del Sol is a case study in innovation — a project that addresses two urgent community needs at once. By replacing San Juan Capistrano’s 50-year-old City Hall and simultaneously delivering 50 affordable apartments with wraparound supportive services, this collaboration demonstrates how partnerships can transform public land into solutions that change lives and strengthen communities.
