TAXPAYER OVERSIGHT & ETHICS REFORMS
Item #25 (County Executive Office) Forensic Audit Contract:The Board of Supervisors unanimously approved authorization for the County Procurement Officer to negotiate with Weaver & Tidwell to conduct a forensic audit of all County contracts funded by ARPA, CARES, MHSA, and the General Fund from January 2019 to August 2024. The audit reviews contract compliance, procurement practices, and prioritizes human services and sole-source agreements, without interfering with ongoing investigations.
“Orange County taxpayers deserve transparency, oversight, and long-awaited closure regarding the criminal activity by imprisoned former Supervisor Andrew Do. Selecting an independent auditor to review contracts acquired during the COVID-19 pandemic brings us one step closer to closing the chapter on Mr. Do’s disgraced tenure,” said Supervisor Katrina Foley.
Supervisor Foley added, “The abuse of taxpayer dollars caused by blatant political corruption is unfathomable. While progress continues on ethical safeguards to prevent corruption like this from occurring again, the path to healing the County’s broken public trust begins with a comprehensive and independent forensic audit. I look forward to reviewing Weaver & Tidwell’s report on our most vulnerable contracts in the new year.”
JOHN WAYNE AIRPORT
Item #1 (John Wayne Airport) John Wayne Airport Capacity Allocations for 2026 Plan Year: The Board of Supervisors unanimously approved John Wayne Airport’s 2026 plan to allocate flight departures, passenger seats, and overnight parking slots among commercial, cargo, and commuter airlines.
“John Wayne Airport remains essential for Orange County’s tourism economy,” said Vice Chair Foley. “This 2026 allocation agreement meets the needs of all travelers and airline partners, while ensuring we avoid exceeding our 11.8 million annual passenger limits. This measure protects our neighbors in Newport Beach and Costa Mesa.”
Item #25E (John Wayne Airport) Commercial Airport Lease 5-Year Extension: The Board of Supervisors unanimously approved the updated leases and operating agreements for commercial, commuter, and cargo airlines at John Wayne Airport, extending them through December 31, 2030. The amendments update security, environmental, and civil rights compliance provisions and adjust leased space based on a recent survey. This action ensures continued airline and cargo operations at the airport without requiring new environmental review.
“The purpose of this 5-year extension is to align our commercial airline leases with the expiration of the 1985 Settlement Agreement in 2030,” said Vice Chair Foley. “My commitment remains to work with our community partners to modernize and extend the Settlement Agreement in order to keep moving forward on the progress we have made in reducing noise from John Wayne Airport.”
PUBLIC HEALTH
Item # 15 (Health Care Agency) Approve Contracts for Day Treatment Intensive Services: The Board of Supervisors unanimously approved a contract with Children's Hospital of Orange County (CHOC) to provide Day Treatment Intensive (DTI) mental health services for Medi-Cal members in Orange County under the age of 18. This contract fills a critical gap in our behavioral health system, ensuring continuous community-based care for youth and children experiencing mental health instability. The decision to award a contract for Adult Intensive Outpatient Services was postponed to the November 4, 2025, Board of Supervisors meeting.
“Access to convenient and comprehensive options for intensive outpatient treatment remains essential to success for patients,” said Vice Chair Katrina Foley. “Until we expand these new services for our Medi-Cal members to receive services in every part of our large County, we must offer flexibility and telehealth options for patients and their families.”

Item #21: Approve grant applications/awards submitted in 10/14/25 grant report:
The Board of Supervisors unanimously approved $8.35 million in state and federal grant funding to support public safety, consumer protection, and community programs across Orange County.
“These funds bolster the District Attorney’s efforts to combat financial fraud and impaired driving, expand library programs designed for neurodiverse families, and improve boating safety, law enforcement equipment, training, and homeland security operations for our Sheriff-Coroner’s department,” said Vice Chair Foley. “I also urged staff to include in future reports a clearer breakdown of fund allocation, including distinguishing between new and existing programs -- so the Board can better evaluate current spending and identify areas that need additional investment.”
“James Lawson of Newport Beach thrives as a certified planner and retail broker with extensive experience in acquisitions, land use planning and entitlements, and CEQA laws,” said Vice Chair Foley. “I support Mr. Lawson because he shares my commitment to ensuring transparency and accountability. James makes an excellent addition to the Campaign Finance and Ethics Commission.”

Resolution recognizing California's 175th Anniversary of Statehood
“As a Californian born and raised, I’ve benefitted from the opportunities in our “Golden State,” said Vice Chair Katrina Foley. “In our 175-year history, we remain proud of our incredible technological innovation, environmental preservation, pristine oceanside communities, some of the best research facilities in the nation, and our standing as an arts and entertainment hub that serves as a global model.”
Resolution recognizing September 15 through October 15 as "Hispanic Heritage Month"
“In recognition of this year’s theme: Honoring Our Past, Defending Our Future, we reflect on the rich history and lasting impact of Hispanic Americans across the nation and right here in Orange County,” said Vice Chair Katrina Foley. “We thank our many Hispanic judges and attorneys, educators, laborers, medical professionals, public safety personnel, veterans, and community organizations across Orange County who uplift, empower, and celebrate Hispanic voices and legacies every day.”
Resolution recognizing October 2025 as "Breast Cancer Awareness Month"
“Building a healthier Orange County means raising awareness about the early warning signs, reducing stigma, expanding access to screenings that can save lives, and supporting academic studies and medical research that can ultimately find a cure,” said Vice Chair Katrina Foley. “Fortunately, our region offers exceptional screening services. I encourage everyone to schedule an appointment with a local health provider to access systems of care as soon as possible.”
