OC Vice Chair Katrina Foley Joins State Leaders for Groundbreaking of New Emergency Services Campus in Costa Mesa 

ORANGE COUNTY, CALIFORNIA – Today, Orange County Board of Supervisors Vice Chair Katrina Foley joined state and local leaders for the official groundbreaking of the new Office of Emergency Services Emergency Services Southern Campus at Fairview Developmental Center in Costa Mesa. The project represents a major investment in Southern California's emergency preparedness and response infrastructure. 

Additional leading agencies and leaders in attendance include the California Governor’s Office of Emergency Services, the Department of Developmental Services, Department of General Services, Government Operations Agency, Assemblywoman Cottie Petrie-Norris, first responders, building partners, and more. 

“During the 2021 oil spill disaster, we had to makeshift an emergency operations center because the state didn’t have a permanent home for CalOES in Southern California. Today, that changed, and we broke ground on the new permanent, centralized location for emergency planning and coordination,” said Vice Chair Katrina Foley. “The new CalOES campus strengthens our ability to respond to wildfires, coastal incidents, and any other unexpected disasters our region might face. Orange County remains grateful for the State’s investment in public safety as well as Assemblywoman Cottie Petrie-Norris’s advocacy to bring this resource to OC. I’m thrilled to welcome CalOES and our first responders to their new home.”

The 39,000 square-foot campus will serve as a centralized operations hub for disaster preparedness, response, and recovery across 11 counties and 226 cities, supporting more than 23 million Southern California residents. The campus strengthens California’s statewide capabilities to protect lives and property by enhancing coordination between emergency personnel, equipment, and law enforcement through the state’s mutual aid systems.
