OC Vice Chair Katrina Foley Shares Statement Following Release of County Independent Forensic Audit
ORANGE COUNTY, CALIFORNIA – Today, Weaver and Tidwell released the first phase of the County of Orange’s independent forensic audit. The report identifies issues tied to dozens of contracts connected to and influenced by former Supervisor Andrew Do, including for personal media promotion, the arts, COVID-19 support, and multiple entities linked to Do’s co-conspirator Peter Pham. Many of the troubling contracts started long before the influx of massive COVID-19 funding.
Supervisor Foley released the following statement regarding the newly released details.
“To protect taxpayers and regain their trust, the Board voted unanimously to examine all COVID era contracts by an independent forensic audit, especially those authorized by Andrew Do. As expected, the most recent audit again exposes criminal Andrew Do for habitually using his position of power to financially reward family, friends, and donors through crony capitalist contracts at the expense of Orange County taxpayers.
The disgraced former Supervisor and his staff abused his position, manipulated County staff, and steered no bid contracts to his cronies and conspirators. Our recent contract policy reforms are aimed at increasing competitive bidding and reduce opportunities for corruption,” said Vice Chair Katrina Foley.
Vice Chair Foley continued, “For nearly two years, the County continues to investigate and uncover rampant corruption from the First District former supervisor and his staff, including: Advanced lump sum payments to friends and family for reckless self-promotion, intentional undermining of independent procurement processes, and shady contributions directed to businesses and fake ‘nonprofits’ for the personal benefit of Do’s insiders – rather than the public.
Orange County taxpayers must be made whole, and the County must implement additional safeguards recommended by the independent auditor to further protect taxpayers and prevent this type of misconduct from happening again. Orange County residents deserve transparency, accountability, and their government to act swiftly to expose corruption at its root.”
