OC Supervisor Vice Chair Katrina Foley Releases Statement Following Board of Supervisors Meeting Where the Board Voted on the County Budget, Former Supervisor Andrew Do, John Wayne Airport, and County Grants and Awards
ORANGE COUNTY, CALIFORNIA — Orange County Board of Supervisors Vice Chair Katrina Foley released a statement following the Board meeting where members voted on items related to the county budget, former Supervisor Andrew Do, John Wayne Airport, and county grants and awards.
Item 46: Resolution urging U.S. Department of Justice (DOJ) to review and reassess terms of plea agreement and sentencing recommendation for former Supervisor Andrew Do: The Board voted 4-1 on a resolution item to send recommendations to the Department of Justice to review and reassess the terms of Do’s initial plea deal, based on new information regarding improper conduct. A Board motion for an amicus brief and victim impact statement is expected at a later date.
“Since his resignation from the Board, Mr. Do continued to act in an unethical, criminal-minded manner by secretly routing emails to a personal account, including obtaining privileged information about the County’s civil case against him, his family, and his co-conspirators,” said Vice Chair Katrina Foley. “This covert action violates county policies and the laws governing attorney conduct and confidentiality. The U.S. Department of Justice must ensure he complies with his plea agreement and hold him accountable to the fullest extent of the law.”
Item 44: Approve FY 2024-25 April Budget Update Report: The FY 2024-25 April Budget Update provides the Board of Supervisors, members of the public, County departments and other interested parties with an overview on various departmental issues requiring recommended changes to the County's budget.
“I commend our County Human Resource Services department for working tirelessly to ensure County staff continue to have fair and competitive salaries at or above market rate in comparison to neighboring Counties,” said Vice Chair Katrina Foley.
Item 17 (Sheriff-Coroner) Amendment to Helistream Inc. Contract: Renewal of contract with Helistream Inc., providing the Air Support Bureau stationed at John Wayne Airport with helicopter flight instructor services and advanced flight training.
“This is an important step in ensuring helicopter pilots receive ongoing and up-to-date training to maintain proficiency while providing firefighting support, search and rescue operations, and swift water rescues,” said Vice Chair Katrina Foley.
"This taxiway reconstruction is a large part of John Wayne Airport’s Capital Improvement Program, providing for the replacement of aging pavement on critical taxiways. One of the key reasons this Board approved JSX moving from ACI Jet to Jay's Air Center is because of the construction schedule for taxiway improvements. This is more great work at our airport,” said Vice Chair Katrina Foley.
Item 26 (John Wayne Airport) Amendment with AECOM Technical Services: A $2 million Airport Improvement Grant from the FAA will help fund project and remaining costs will be funded by Airport revenue.
“This item provides necessary funding for critical geotechnical services to better assess soil conditions and guide pavement replacement and taxiway realignment, along with covering extended design and construction support,” said Vice Chair Katrina Foley.
AB 337 (Bennett) Greenhouse Gas Reduction Fund: Grant program by the California Department of Resources Recycling and Recovery to support infrastructure development, food waste prevention, and organic waste reduction efforts across the state.
“This bill would allow a current State grant program to support waste reduction efforts, including funding for the construction or expansion of facilities in an effort to help develop, implement, and expand edible food recovery operations. This is critical at a time where our food testing resources and systems are at risk,” said Vice Chair Katrina Foley.
In addition, Vice Chair Foley released statements in recognition of the following resolutions presented during the Board of Supervisors meeting:
“There are more than 360,000 Cambodians in the United States, with more than a third living in California alone, and nearly 10,000 in the County. We are proud to celebrate Cambodian American culture, identity, and businesses, including laundromats, grocery stores, and dessert shops that contribute to our vibrant economy,” said Vice Chair Katrina Foley. “As a fun fact, the original “Donut King” – Ted Ngoy — immigrated from Cambodia to Orange County. On the Balboa Pier in Newport Beach, he learned how to make and sell delicious donuts that tasted like home, inspiring more than 1,500 fellow Cambodian immigrants to start donut shops throughout California.”
“In 2024, 26,172 children were referred to our OC Social Services Agency with allegations of abuse or neglect. Last year in District 5, there were 3,490 Child Abuse Referrals,” said Vice Chair Katrina Foley. “In Orange County, six children died last year due to child abuse or neglect. That is six children too many. Thank you to our mandated reporters working in a professional capacity to protect our children.”
“Donate Life Month is a time to celebrate life and recognize the generosity of those who have saved and enhanced others’ lives through organ and tissue donation. The Fifth District is home to UCI Medical Center and Hoag Hospital, where more than 708 candidates await life-saving donations,” said Vice Chair Katrina Foley. “One person’s generosity can make a difference between the beginning or the end of a person’s life. We must all do our part to learn about the need in our community, and what this one simple step could mean in the future for someone else.”

Vice Chair Katrina Foley was elected to the Board of Supervisors in 2022 to represent the newly established District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel.
