OC Vice Chair Katrina Foley Releases Statement on Grand Jury Reports Regarding Homelessness and Hate Crime Activity 

ORANGE COUNTY, CALIFORNIA — Today, Vice Chair Katrina Foley released a statement regarding the Grand Jury’s release of two critical reports on homelessness and hate crime activity in Orange County.  

Grand Jury Report: Homelessness 

In response to the Grand Jury report on homelessness and methods for supporting the unhoused in Orange County, Supervisor Foley reaffirms her commitment to ensuring all residents have access to a safe and secure place to call home. Countywide 1,544 permanent supportive housing units have been completed, with 1,811 units left to be developed. 

“As the Orange County Grand Jury found: Affordable housing development is a critical piece to prevent increasing homelessness across the county. As Chair of the Orange County Housing Finance Trust, I’ve worked with affordable housing developers to identify the red tape that must be cut from the city, the county, the state, and the federal governments to rapidly develop the desperately needed housing supply,” said Vice Chair Katrina Foley. 

Grand Jury Report: Hate Crimes 

In response to the Grand Jury’s report on hate crime activity in Orange County, Supervisor Foley reaffirmed the County’s commitment to rooting out hate in all forms and leveraging partnerships to educate and reduce hate incidents, and develop a more credible standardized hate incident collection methodology.  

“I agree with many of the recommendations in the Grand Jury report, many of which align with the direction the Board has already given the Human Relations Commission,” said Vice Chair Katrina Foley. “We continue working with school districts, community organizations, law enforcement agencies, and the Anti-Defamation League to ensure our methodology for collecting hate incident data is both standardized and comprehensive. No one is redefining the definition of a hate incident - it’s already well established. Instead, we’ve tasked the Commission with building the infrastructure necessary to gather hate incident data in a credible, consistent way. Once that foundation is in place, the Commission’s role will naturally expand to help identify solutions and take meaningful steps to stamp out hate in our communities.”
