OC Vice Chair Katrina Foley Releases Statement on Forensic Audit of County Contracts; Phase 2 Final Report
ORANGE COUNTY, CALIFORNIA – On November 18, 2025, the Board of Supervisors selected Weaver and Tidwell, LLP to perform a forensic audit of County contracts established between January 2019 and August 2024. Today, Supervisor Foley released the following statement regarding the release of the final report for Phase 2 of the forensic audit.
“This forensic audit shows why I pushed for an independent review of County contracting and stronger safeguards for taxpayer dollars,” said Vice Chair Katrina Foley. “The most troubling findings continue to trace back to contracts connected to Andrew Do and his network, exposing deficiencies in oversight and accountability that the Board continues to address. I am determined to follow up on every finding in this phase, and we must complete Phases Three and Four to uncover remaining problems, strengthen our controls, and protect taxpayers from corruption and abuse.”
