OC Supervisor Vice Chair Katrina Foley Releases Statement Following Board of Supervisors Meeting Where the Board Voted to Support FY 2025-26 Year-End Budget Report, Behavioral Health Services, $10.86 Grant Awards, and District 5 Appointees

ORANGE COUNTY, CALIFORNIA — Orange County Supervisor Katrina Foley released a statement following the September 29, 2026, Board of Supervisors meeting.

Item #22 (County Executive Office) FY 2025-26 Year-End Budget Report: The Board of Supervisors voted unanimously to approve the FY 2025-26 Year-End Budget Report, including a $6.5 million Net County Cost (NCC) surplus and a $77.6 million increase in County reserves, including funding for the General Fund Target Reserve and unexpected expenses.

“I appreciate the work of our County of Orange Budget Office to close the books on FY 2025-26 and maintain our strong fiscal position,” said Vice Chair Katrina Foley. “As we move forward, I want our budget documents to give the Board and the public a clearer picture of the County’s full financial position, including existing accounts, fund balances, and available resources. Greater transparency will help everyone better understand the resources we have on hand and how we invest taxpayer dollars to serve our communities.” 

Item #29 (Health Care Agency) Approve Model Contracts for Inpatient Hospital Services: The Board of Supervisors voted unanimously to approve contracts for inpatient behavioral health and psychiatric hospital services through June 2029, including up to $80 million for inpatient behavioral health services and $6 million for Medi-Cal psychiatric inpatient care. 

“People experiencing a behavioral health crisis deserve treatment that helps them recover and move forward, not a revolving door between hospitals and crisis services,” said Vice Chair Katrina Foley. “These contracts strengthen the path from stabilization to follow-up care while setting clear performance standards so we can measure results, hold providers accountable, and deliver the quality care patients deserve.” 

Item #23 (County Executive Office) Grant Applications/Awards Report: The Board of Supervisors voted unanimously to approve grant applications and awards for several County departments, including funding for health, public safety, community services, infrastructure, and other County programs.  

“I commend our County departments for securing $10.86 million to support existing vital programs that help Orange County residents thrive,” said Vice Chair Katrina Foley. “More than half of this funding will support maternal, child, and adolescent health programs through the Health Care Agency, while additional funding will strengthen public safety, prevent wage theft, and improve community outreach through the District Attorney’s Office and OC Community Resources.” 

Item #36 (OC Public Works) Approve Amendments to Contracts for Mitigation Maintenance Services: The Board of Supervisors voted 3(Yes)-2(No) to approve up to $1.5 million to continue contracts with five companies through October 11, 2028. The companies will maintain about 450 acres of sensitive habitat and help the County meet state and federal environmental requirements. 

“I voted no on this item due to concerns about the list of pesticides eligible for reimbursement under the contracts,” said Vice Chair Katrina Foley. “I remain committed to reducing and ultimately eliminating the County’s use of harmful pesticides wherever feasible.” 

District 5 Appointees 

Item #S36C (Vice Chair Foley) Appoint Vincent Howard to the Orange County Assessment Appeals Board No. 3: The Board of Supervisors voted unanimously to appoint Vincent Howard of Newport Beach to the Orange County Assessment Appeals Board No. 3. 

“Vincent Howard brings extensive legal experience, military service, and a strong commitment to our community,” said Vice Chair Katrina Foley. “I look forward to his continued leadership and service on the Board.” 

Item #S36E (Vice Chair Foley) Appoint Sharon Matson to the Orange County In-Home Supportive Services Advisory Committee: The Board of Supervisors voted unanimously to appoint Sharon Matson of Costa Mesa to the Orange County In-Home Supportive Services (IHSS) Advisory Committee. 

“I am excited to appoint Sharon Matson, a longtime Costa Mesa resident and disability advocate who brings firsthand experience as an IHSS recipient representative,” said Vice Chair Katrina Foley. “I hope her appointment helps the Advisory Committee reach quorum and hold regular meetings to discuss important issues affecting IHSS recipients and providers.”

Vice Chair Katrina Foley was elected to the Board of Supervisors in 2022 to represent the newly established District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel. This is her second term on the Board of Supervisors, where she previously served District 2.
