Vice Chair Katrina Foley Announces Agreement Clearing Way to Open Irvine Behavioral Health Campus

ORANGE COUNTY, CA – Orange County Vice Chair Katrina Foley announced today that the County of Orange and Mind OC, doing business as Be Well OC, agreed to end their operational partnership for the behavioral health campuses in Orange and Irvine, giving the County full responsibility for both facilities and clearing the way to open the long-awaited Irvine campus.

Effective October 6, 2026, Mind OC will no longer hold a ground lease or other interest in the campuses. The Orange County Health Care Agency will assume direct oversight of both facilities as the County expands access to mental health and substance use disorder services.

“We finally secured the keys and can open the Irvine campus so children and families facing a behavioral health crisis get the care they need closer to home,” said Vice Chair Katrina Foley, Fifth District. “For years, we worked to expand mental health care and advance this campus. This agreement gives us a clear path to open its doors and serve more people. I appreciate the work that brought us to this point. Now we can focus on connecting children, adolescents, families, and adults with crisis care, treatment, recovery services, and ongoing support across Orange County.”

Preparations are underway for clinical providers and operational teams to begin services at the Irvine campus as soon as possible. Planned services include crisis stabilization, residential treatment, substance use recovery programs, adolescent services, perinatal services, and other behavioral health programs designed to provide care across different stages of need.

 Services at the existing Orange campus will continue without interruption during the transition. The Orange County Health Care Agency is coordinating with service providers, County partners, and stakeholders to maintain continuity of care and prepare both campuses for the next phase of operations.

As part of the agreement, the County and Mind OC also resolved all pending litigation, with both parties dismissing their respective claims.

 The County will begin rebranding both campuses because the Be Well OC name and trademark remain with Mind OC. The Orange County Health Care Agency will develop a new County-owned name and identity for the facilities.

 Bringing the campuses under direct County oversight establishes clear responsibility for their operation and allows the County to better coordinate behavioral health services across its broader system of crisis care, treatment, recovery, and ongoing support.

Vice Chair Katrina Foley was elected to the Board of Supervisors in 2022 to represent the newly established District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel. This is her second term on the Board of Supervisors, where she previously served District 2.
