OC Vice Chair Katrina Foley Joins Local Leaders and County Agencies in Celebrating HCA’s New Campus in Irvine 

ORANGE COUNTY, CALIFORNIA – Today, Orange County Board of Supervisors Vice Chair Katrina Foley, who represents part of Irvine, joined OC Supervisors Wagner and Sarmiento, County CEO Michelle Aguirre, OC Health Care Agency Director Dr. Veronica Kelley, and Area Manager of PCL Construction Jeyre Lewis for the grand opening and ribbon cutting of Orange County Health Care Agency’s (OCHCA) new Marine Way Campus.  

This expansion and collaboration by the County Board of Supervisors, OC Public Works, and OC Health Care Agency highlights local leadership’s increased efforts to continue building a healthy, safe, and economically thriving Orange County. ­­ 

“OCHCA employees were clear, and the county heard them: They needed more space to better serve county residents. This new facility delivers, with a larger pharmacy and a modern lab replacing outdated infrastructure. But more than just a building, this is a transformative step in how we address public health, now and in the future,” said Vice Chair Katrina Foley. “For the first time, multiple divisions of the Health Care Agency will operate under one roof. That means greater efficiency, faster communication, and stronger collaboration -- both in emergencies and daily operations. Located next to our BeWell Health and Wellness campus, this facility strengthens our vision for a hub of integrated care and support within the Great Park community.” 

The facility was built to California’s highest Risk Category IV standards, featuring redundant emergency power, reinforced infrastructure, and negative air pressure lab zones for safety during high-risk events.

With energy-efficient systems, eco-friendly materials, and a reduced carbon footprint, this project will keep Orange County moving toward its agreed-upon climate goals, while also offering OC Health Care Agency workers a more abundant workspace to serve residents.

Orange County Supervisor Vice Chair Katrina Foley was elected to the Board of Supervisors in 2022 to represent the newly established District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel. This is her second term on the Board of Supervisors, where she previously served District 2.
