Statement from Orange County Vice Chair Katrina Foley on Fitch Ratings Affirming County’s AAA Credit Rating 

ORANGE COUNTY, CALIFORNIA – Today, Orange County Board of Supervisors Vice Chair Katrina Foley released the following statement regarding the County maintaining its designation as an AAA rated organization with a stable outlook by Fitch Ratings. 

For the third consecutive year, the affirmation highlights Orange County’s strong fiscal health and disciplined financial management, underpinned by robust reserves, low debt, and solid economic fundamentals, including a large, diverse population, low unemployment, high educational attainment, and a high median household income. 

“This AAA rating affirmation reflects the County’s strong financial foundation and careful management of public funds,” said OC Vice Chair Katrina Foley. “Our focus remains on maintaining appropriate reserves, limiting debt, adhering to a conservative low risk investment policy. We must ensure we remain well-positioned to navigate economic uncertainty created at the federal level, while continuing to invest in the collective safety, health, and economic well-being of all who call Orange County home.”  

Fitch Ratings cited the County’s budget resilience and stable financial position as key strengths. The agency noted risks to the rating may include a sustained decline in general fund reserves below 15% of spending or weakening economic indicators such as rising unemployment or declining median household income. 

Under Vice Chair Foley’s leadership, residents in the Fifth District and across the County can be assured that fiscal discipline and budgetary transparency will remain top of mind throughout the upcoming County budget process, encouraging County leadership to prioritize services and programs for Orange County residents.
