OC Vice Chair Katrina Foley Joins OC Parks for Capistrano Beach Sand Placement
ORANGE COUNTY, CALIFORNIA – Today, Orange County Board of Supervisors Vice Chair Katrina Foley joined OC Parks at Capistrano Beach as crews began placing up to 13,500 cubic yards of sand from the LaPeyre Quarry off Ortega Highway in San Juan Capistrano. The effort, generating $440,000 in associated costs for the county, supports ongoing shoreline protection, sandy shoreline habitats and coastal recreation ahead of the busy summer season.
“Promises delivered. Since representing the fifth district, I promised to find solutions to bring sand to replenish our eroding beaches. We’ve now delivered more than 360,000 cubic yards of sand to south Orange County beaches, with more than 540,000 cubic yards more in the works. That’s about 84 football fields worth of sand on the way!” said Vice Chair Katrina Foley.
Vice Chair Foley continued, “This interim effort shows Orange County’s continued commitment to protecting our coastline while we work on advancing long-term solutions for coastal resilience. Our beaches feed our souls and our economy. Every dollar invested yields $3,000 into our coastal economy. I’ll take that ROI any day.”

Supervisor Katrina Foley, OC Parks Deputy Director James Dinwiddie, OC Parks Interim Deputy Director Ev Mena, OC Parks Coastal Director Makana Nova, and OC Coastal Planning Manager Camille Adler
The California Coastal Commission approved the sand placement as an interim measure before construction crews begin the Capistrano-Doheny Beach Nature-Based Shoreline Adaptation Project. Construction activities may temporarily limit public access to specific beach areas. Flaggers will direct pedestrians and cyclists around the work area. OC Parks will continue monitoring shoreline conditions throughout the year.
