October 1, 2025, the Dana Point Harbor Oversight Advisory Committee (DPHOAC) met to continue discussions on the harbor revitalization and receive updates from the County and project stakeholders.
The meeting included a final review of the Laurain Market Study, which had originally been presented in June. The discussion was followed by a brief Q&A session. County of Orange CEO Michelle Aguirre was present and shared insights into her office’s interactions with Dana Point Harbor Partners (DPHP).
Christian Gagne, Dana Point Harbor Oversight Manager for the County of Orange, provided updates for the various development components. The new parking structure work is nearing Final Certificate of Occupancy as DPHP is pursuing completion of all final construction punch list items. Phase 9A of the Marina has been completed and is in the process of being occupied, while demolition has begun on Phase 10, located just west of 9A. Demolition and construction for the Commercial Core Phase 3 is pending a new round of financing by DPHP and lease compliance review of related project documentation.
Following recent approvals of the proposed hotels by both the California Coastal Commission and the Dana Point Planning Commission, DPHP is now focused on engineering and construction drawings in preparation for plan approval and permit issuance through the County’s OC Development Services department.
Michael Wilson of OC Parks reported that the OCSEC boathouse roof project has been completed. The RFP for the redesign of the OCSEC facility is currently under review by the Fifth District. The OCSEC dock construction project remains on schedule to meet the timeline required by the approximately $3.2 million grant from the State of California. The design process incorporated feedback from previous user groups, particularly ensuring adequate fairway space for sailboats on the east side of the dock.
Staff are currently evaluating several alternative options before resubmitting a Coastal Development Permit (CDP), with the goal of accommodating the temporary relocation of the Dana Outrigger Canoe Club while minimizing impacts to existing public spaces.
