10/2/24 Dana Point Harbor Advisory Committee Update

This month's Dana Point Harbor Oversight Advisory Committee (DPHOAC) meeting focused on updates regarding construction, parking solutions, and other topics raised by committee members.

Supervisor Foley kicked off the meeting by addressing the ongoing construction of the new parking structure. The rerouting of access to boater parking lot 1 and the Dana Wharf area was explained as a necessary step to facilitate utility infrastructure for the garage and commercial core. This rerouting will continue until March 2025, with a permanent reconfiguration planned for the Golden Lantern entrance upon project completion.

Christian Gagne, the Dana Point Harbor Oversight Manager, reported that Dana Point Harbor Partners (DPHP) are exploring options to manage parking concerns during the busy holiday season, particularly for the Dana Point Harbor Boat Parade. Dana Point Harbor Partners (DPHP) to collaborate with the City of Dana Point to explore possible parking coordination solutions that might allow the use of the Day Boater parking lot for the holiday season including the two boat parade weekends. A committee member, Shala O'Keefe, advocated for a more permanent solution due to the significant impact on businesses caused by the current parking situation.

The committee received positive news regarding the market study/appraisal. Mr. Gagne informed them that the selection process for the firm conducting the study has narrowed down to one entity. The Fifth District and the committee chair will have the opportunity to provide input on the proposed scope of work before a formal contract is finalized. 

The Committee was advised that the Dana Outrigger Club (Club) storage concern has been narrowed down to two long-term options, along with several temporary solutions, if needed, as the DPHP marina project continues. DPHP assured the Committee that a resolution would be reached before the Club was asked to vacate their current storage area.

Committee member, Darcie Harris, raised concerns about a clause in the DPHP slip agreement that cites "slander" as a justification for revoking a boater's slip rights. Supervisor Foley responded that the County has limited control over the terms of the DPHP tenant agreements but clarified that the clause is intended to discourage disparaging social media posts and unfounded personal attacks on DPHP staff.

The meeting concluded with the next session scheduled for December 4th, 2024, and the November meeting cancelled due to the election.
