1/8/25: Dana Point Harbor Advisory Committee Update

This month's Dana Point Harbor Oversight Advisory Committee (DPHOAC) meeting focused primarily on general updates regarding the Dana Point Harbor revitalization project, including the upcoming Golden Lantern closure, hotel development, and the progress of the OCSEC space planning project.

The meeting commenced with an update from Christian Gagne, the Dana Point Harbor Oversight Representative, on the upcoming closure of the Golden Lantern harbor entrance, which will take place from 01/13/25 thru 05/15/25. This closure is necessary to accommodate the rerouting of Golden Lantern to align with the new parking garage and Phase 2 of the commercial core revitalization. Mr. Gagne also provided an update on the hotels, noting that the draft Environmental Impact Report (EIR) document is near completion and circulation of the draft is estimated to commence in February with a Planning Commission hearing with the City of Dana Point anticipated in the Summer.

Supervisor Foley informed the committee that her office is continuing to conduct regular bi-weekly meetings with DPHP and CEO Real Estate. CEO Real Estate will continue to relay these updates on the project’s progress at future DPHOAC meetings. County staff is also exploring the possibility of amending the contract with DPHP as their knowledge and experience within the harbor would offer the most cost-effective and efficient project delivery for the County.

Michael Wilson, from O.C. Parks, reported to the Committee that the OCSEC space-planning project is wrapping up and that a report to the Committee will be made by the space planning consultant & OC Parks at the next meeting in February. He also reported that a potential site for the Outrigger Club has been identified and is currently being reviewed by all parties involved.

The committee discussed various other topics, including the status of new leases for the revitalized commercial core, a question regarding ladders within the harbor, and the scheduling of ongoing maritime emergency response training at Dana Point Harbor.

The meeting concluded with the next session scheduled for February 5th, 2025.
