12/4/24: Dana Point Harbor Advisory Committee Update

This month's Dana Point Harbor Oversight Advisory Committee (DPHOAC) meeting focused primarily on updates regarding the fair market value appraisal of Dana Point Harbor slips and the ongoing construction project within the harbor.

The meeting commenced with a presentation by Christian Gagne, the Dana Point Harbor Oversight Representative, on the County's intention to contract with R.P. Laurain & Associates to conduct an appraisal study to determine the fair market rental value of boat slips within Dana Point Harbor. The committee reviewed the Scope of Work (SOW) and expressed feedback for a stronger emphasis needed to be placed on the demographics in the geographic vicinity of each marina to be used in the study and the subsequent findings and recommendations as to the market rate.

Supervisor Foley then provided an update on the County's efforts to obligate federal funds for projects such as the Dana Point Harbor channel dredging and breakwater repair before the change in the federal administration.

Michael Wilson, from O.C. Parks, reported on the progress of the OC Sailing and Events Center (OCSEC) space planning project and the constraints associated with the OCSEC dock rebuild timeline.

The committee discussed the future status of the Dana Point Yacht Club (DPYC) and its adjacent docks, with Supervisor Foley noting that these matters are being handled by Dana Point Harbor Partners (DPHP) and will continue to be addressed as part of regularly scheduled bi-weekly calls between DPHP, CEO Real Estate, and the Fifth District. Dennis Parks, the secretary of the DPHOAC and a DPYC member, agreed to attend an upcoming club meeting and report back to the committee on any updates regarding discussions between the club and DPHP.

The meeting concluded with the next session scheduled for January 8th, 2025.
