3/5/25: Dana Point Harbor Advisory Committee Update

The March 5th, 2025 meeting of the Dana Point Harbor Oversight Advisory Committee (DPHOAC) focused on progress updates for various harbor revitalization elements, including general updates for the marina construction, parking structure at the Commercial Core, and an overview of the Dana Point Fisheries Enhancement Program (DPFEP).

Supervisor Foley provided updates on the bi-weekly meetings between her office, Dana Point Harbor Partners (DPHP), and CEO Real Estate (CEO RE). She notified the committee that the new parking structure is nearing completion, with an anticipated opening in May or June. She also related that the draft Environmental Impact Report (EIR) for the proposed hotels is scheduled for submission to the Dana Point Planning Commission by March 7th. Phase 8 of the marina construction is set for April 1st occupancy. Discussions regarding the Dana Point Yacht Club's future are scheduled for a meeting on March 17th. She added that the County is currently evaluating cost estimates for Bellingham Marine to construct the redesigned OC Sailing & Events Center (OCSEC) docks. Supervisor also mentioned efforts to secure funding for the Harbor Patrol dock improvements and OCSEC building redesigns through Congressmen Levin and Min. Lastly, she notified the committee of her annual Flag Day celebration to be held at Baby Beach on June 13-15.

Christian Gagne, the County's Dana Point Harbor Oversight Manager, reiterated development updates, including DPHP's work on Phase 7.1 of the marina and landscaping around the new parking structure. Katie Sorensen, DPHP Director of Marketing, provided details on the Festival of Whales, confirming the absence of a parade and outlining shuttle options. John Laurain of R.P. Laurain & Associates was scheduled for a site visit on March 7th for their market study report efforts.

John Riordan and Bob Denault presented on the Dana Point Fisheries Enhancement Program (DPFEP), discussing its history and the need for relocation due to Phase 9 marina construction. They proposed several potential locations, with their preferred option being to remain in their current location until Phase 9 construction necessitates a move. Supervisor Foley requested OC Environmental Health conduct water quality analyses at various harbor locations to be determined. The committee expressed support for potential location at the OCSEC East Dock and potential collaboration between DPFEP and OCSEC youth programs.

Sean Bengtson, OC Parks’ South Coast Operations Manager, provided updates on OCSEC upgrades, including the Cove Room roof replacement project which includes a new skylight, water fountain and water bottle filling station installations, and general maintenance. A small portion of the Baby Beach parking lot will be used as a staging area for construction materials.

Committee member Diane Wenzel discussed OCSEC user feedback on the interim space reconfiguration, suggesting adjustments to watercraft storage and container access. Colin Harris announced the approval of maritime training courses for public safety personnel, scheduled for July and September at the Ocean Institute.
