The April 2nd, 2025 DPHOAC meeting centered on several Dana Point Harbor revitalization topics. Supervisor Foley detailed a recent discussion with Harbor Patrol regarding the revitalization project's impact on their operations. She also updated the committee on funding exploration via Proposition 4 for Dana Point Fisheries Enhancement Program to potentially support their program relocation and operations. She noted the new parking structure within the Commercial Core is near completion but is delayed slightly due to SDG&E coordination to energize the site. Opening is still anticipated ahead of schedule in early June. The hotels' draft EIR is almost complete with the 45-day public review period and are targeting a potential June 23rd Planning Commission meeting. The agenda also included a follow-up discussion regarding the follow up meeting with Dana Point Yacht Club. Supervisor Foley has requested that they submit a proposal detailing their future vision, including ideal, moderate, and minimum options.
County Oversight Manager Christian Gagne highlighted DPHP's progress on marina phases and the upcoming Commercial Core Phase 3, both slated for July/August. He confirmed the hotels' EIR public comment period ends April 28th and the market study is on schedule, though Supervisor Foley expressed concern over its timing relative to DPHP's rate 5-year plan notification from Spring 2024.
OC Parks' Michael Wilson reported on OCSEC upgrades and updates to the Outrigger Club's relocation plan. He also addressed minimizing disruption during future dock construction. Committee member Colin Harris announced advancements in maritime training courses, now including CPR.
Susan Lieb from DPHP shared that Golden Lantern access to the parking garage and Wharf will open May 15th. She outlined plans to relocate existing Commercial Core businesses to the Wharf (which will be renovated) and the temporary relocation of Frisby Cellars to the former Waterman's building.
The next DPHOAC meeting is scheduled for May 7th, 2025.
