ORANGE COUNTY, CA – Yesterday, the Newport Beach City Council unanimously passed the second reading of an ordinance to ban retail sale of nitrous oxide (NOX) within the city. Earlier this year, Supervisor Katrina Foley led the effort to pass a countywide ban on NOX. Supervisor Foley’s office then sent a model ordinance to all Fifth District cities, and Santa Ana, to encourage banning NOX and protecting our public health and safety.

In this role, Latisha will lead the District 5 communications team, manage the development of our weekly newsletter, and oversee public and media relations for Vice Chair Foley. She joins Vice Chair Foley’s senior leadership team and will work directly with Vice Chair Foley to ensure prompt, transparent responses to requests for information from the press and community, as well as to improve communications about Supervisor Foley’s work and priorities for Orange County. Latisha brings a wealth of experience in public relations from all levels of government, political campaigns, and community engagement. Vice Chair Katrina Foley Highlights OCTA Finance Team’s Work to Save Orange County $10.5 million
ORANGE COUNTY, CALIFORNIA — Yesterday, the OC Transportation Authority (OCTA) finance team successfully refinanced approximately $250 million in Build America Bonds used for Measure M2, saving $10.5 million (4.4 percent). These savings more than doubled the expected savings of $4.2 million (1.6 percent), which was initially approved by the Board of Directors on February 24, 2025.

ORANGE COUNTY, CALIFORNIA — Vice Chair of the OC Board of Supervisors Katrina Foley released a statement after the Board voted to support the expansion of affordable housing for seniors in San Clemente and for housing insecure Veterans through Project Homekey in Costa Mesa. The Board also approved protecting and maintaining open space surrounding the Ranch Plan Planning Community, a variety of grant applications and awards, received updates on the US Government funding freeze, and enacted an urgency ordinance to place a temporary moratorium on permitting for BESS facilities.

Vice Chair Katrina Foley and Congressman Mike Levin Release Statement Following Capture of Undocumented Migrants by U.S. Customs and Border Patrol in Dana Point
ORANGE COUNTY, CALIFORNIA — Today, Orange County Sheriff’s Department Harbor Patrol responded to a concerned citizen who reported an unregistered boat in their docks in Dana Point Harbor. U.S. Customs and Border Patrol also arrived at the scene and detained multiple individuals, and impounded the vessel used to traffic undocumented migrants into Orange County through the Dana Point Harbor. While Border Patrol successfully detained approximately a dozen migrants, others were able to escape due to a coordinated look out effort and getaway vehicles. Investigations continue and inquiries can be directed to United States Customs and Border Patrol.

OC Supervisor Katrina Foley Releases Statement on Sewage Spill and Beach Closures in Laguna Beach
ORANGE COUNTY, CALIFORNIA — The OC Health Care Agency, Environmental Health Services, has closed the open coastal water area in Laguna Beach spanning from Treasure Island Beach to Table Rock at Aliso Beach due to a sewage spill. The sewage spill of approximately 465,000 gallons was caused by a force main sewer line break near the Laguna Niguel Regional Park that has since been repaired. The affected ocean water area will remain closed to swimming, surfing, and diving until the results of follow-up water quality monitoring meet acceptable standards.

OC Supervisor Katrina Foley and Mayor Alex Rounaghi Applaud Decisive Action by Authorities to Prevent Fire Spread in Aliso and Woods Canyons
ORANGE COUNTY, CALIFORNIA — Thanks to swift action from community members and a quick and coordinated response by Laguna Beach Firefighters, Orange County Parks staff, Orange County Fire Authority, Orange County Sheriff's Department, and other local agencies, two potential wildfires near Aliso and Woods Canyons were quickly extinguished on Friday, January 10, 2025. Additionally, a small vegetation fire was halted by OCFA in the Mission Viejo area without damage to nearby homes.
